I-4 Ultimate does not include a reconstruction of the Interstate 4 (I-4) interchange with John Young Parkway because previous construction in 2007 prepared the interchange to accommodate the I-4 Ultimate express lanes. Crews are constructing the express lanes in the center of I-4 over John Young Parkway to help keep traffic moving during peak travel times. Two new ramps — an entrance to the eastbound express lanes from eastbound I-4, and an exit from the westbound express lanes to westbound I-4 — will be constructed near the interchange. Improvements are underway for one of the most vital Interstate 4 (I-4) interchanges in downtown Orlando.

I-4 Ultimate improvements also include safety features for bicyclists and pedestrians, such as a new pedestrian bridge across Kirkman Road just north of Major Boulevard. The elevated crossing connects Universal Orlando, on the west side of Kirkman Road, to the hotels and other businesses on the east side. The Ivanhoe area, just north of downtown Orlando, is a main access point into and out of the city center.

Colonial Drive will feature a single-point urban interchange under I-4. A new Texas U-turn will allow drivers going north on Garland Avenue to access southbound Hughey Avenue and the new westbound I-4 entrance ramp without having to get on Colonial Drive. Motorists traveling east on I-4 will enter the I-4 Ultimate project limits just west of Kirkman Road in Orange County. The new ramp is two lanes wide and expands to four lanes at the bottom for easier access onto S.R.
